Spectrum Flag Japan's 2020 Prefectural Year



Spectrum Gaming Group LLC, a gaming industry consulting firm, specializes in topics related to legal compliance for the regulated casino sector and has released a list of "2020 Top 10 Trends" previewing possible directions for the sector in the following calendar year.

In 2020, Spectrum ranked Japan-related issues at the top in terms of importance. The agency proposed 2020 as the "year of the prefecture," which refers to Japan's typical local government units. Prefectures and some so-called ordinance-level metropolises will compete with private sector partners in the casino industry, which can each bid for a national government for one of up to three licenses that can be used for large casino complexes or integrated resorts (IRs), as is known in Japan.

"The prefecture will set up a working group and advisory committee to support the process, and by the end of next year more than one prefecture will select IR operator partners," Spectrum said in its 2020 outlook.

"Meanwhile, the government will nominate members to the Casino Regulatory Commission and the regulator will operate by issuing a set of regulatory guidelines," it added

Second, the "internationalization" of gaming brands led by "Hard Rock International, Melco Resorts & Entertainment, and MGM Resorts International" will continue, Spectrum suggested. More jurisdictions in "Europe, Africa, Latin America and elsewhere" will look for such brands to develop casino resorts, and see such businesses as potential impetus for the local economy.

Third, while online gaming has been actively available in certain locations in the U.S. for more than five years, "more states will expand into this area in 2020," Spectrum suggested, adding that digital sports betting will also continue to expand.

"This simultaneous trend could lead to more conflict between lottery and casino operators as both industries are considering gaming and sports betting as a means to attract younger populations," the consultancy said.

Fourth, Spectrum, an electronic gaming device characterized by offering "technology-based" play, "will be widespread across the U.S. with the support of legislators seeking additional revenue, as well as retailers driven by prospects for additional revenue and foot traffic."

Fifth, as mergers and acquisitions between the gaming companies continued, Spectrum proposed. For example, a $17 billion merger between the U.S. local casino company Eldorado Resort and the much larger Caesars Entertainment Corporation will be presented at the company's shareholders meeting on Nov. 15. "More and more states will be in positions where licensees can operate their facilities in neighboring states."
