Socio-cultural System Proposal

WRITTEN AT AUGUST 11, 2022

I cannot wait for my future self to complete my dreams for me any longer. I will do it myself. I will do it now where I stand and nothing, nothing in this world will be able to stop me from reaching my dreams.

From now on, my main concern in life will be about my dreams. I will carry my dreams with me wherever I go, even when I'm eating, taking the comfort room, playing games, or sleeping. I will see to it that all my dreams are fulfilled at the age of 42.

(May 13, 2023 Annotation: Wow look at this overflowing confidence, I wonder what kind of mental state the past me was in to write such cringe without any hesitation.)

VISION

To increase the overall quality of life for all generations to come.

MISSION

To create communities and socio-cultural systems that unites the group to take care of the individual.

IMAGINATION

A world composed of tightly-knit societies where families are interconnected with each other, helping each other, and growing with each other. There are family counselors (relationships), career counselors (progress), and physicians (health) that checks up on a family every 4 months. Thus, the spirit of active cooperation blossoms within the heart of every family.

Society is composed of cooperative hierarchies not of power, but of altruism where those with high positions has only power to help others below them, report to those above them, and nothing else.

With this system, every person and family's health can be monitored and resolved closely. Everyone will be given the opportunity to participate in improving the community. Since everyone is always in contact with one another, no one is left behind, no one is isolated or alienated.

TECHNICALITIES

There are 7-12 families in one family group, with a maximum of 50 family members per group and a minimum of 35 members per group. Families with only one to two members will merge with other small families but only in group and name, they don't have to live in each other's houses.

A family group consists of an elected volunteer group leader (which must be a family head), health manager (family counselor), progress manager (career/life coach?), relationship manager (relationship counselor), two family heads for each family as a representative, and an expert advisor from the top.

(Wtf am I doing? I can see 50 million things that can go wrong here, but I'll keep going because I know this will work.)

In this system, the most important decisions must be made via anonymous two-thirds vote with the votes of group leader, health manager, progress manager, and relationship manager counting twice. Every two family heads in a single family can only vote once, while the expert advisor sent from the top cannot vote, but regulates the voting instead.

Though I highly doubt they'll be doing exactly as I imagine here. Not every decision is complex enough to warrant an official voting system, most of the time, they're probably just like:

Some random person: Hey guys what about we do this? Other random person: Looks great, I agree Health manager: Sounds like a great idea! I fully support it! Group leader: Alright everyone, we gonna do this, anyone wanna disagree? Group leader: Alright this has been decided.

In-Depth Roles

The core figure who will hold the group tightly and lead it to a better direction will be the elected voluntary leader. There will be no payment or salary given to any group leader, the power of a group leader only relies on the fact that they are the most accountable person in the group.

Thus, anyone who wants to be a group leader must think for the sake of the group and volunteer themselves to the task. Although people can still nominate them to the position, they can reject or agree with the nomination.

A group leader can be replaced by another person who's a family head at any moment depending on the decision of the family heads with a necessary two-thirds majority vote.

The most vital role in the group would be performed by the health manager who will ensure the good physical and mental health of everyone in the group. Ideally, a health manager should be either a physician or anyone with a medical background, but anyone can volunteer to be a temporary health manager if their group hasn't been assigned one.

Unlike other roles, a professional health manager will be paid by the government and assigned to three family groups, where they will conduct free health checkups to every family every three months and report their findings to both the family group and the health officer above them. They will be compensated properly for their services.

Having a progress manager isn't as necessary, but if we care about improving the country's economy, it would be better to have a progress manager for every family group. Ideally, they will be paid professionals who concerns themselves with the economic, career, and financial standing of every family.

Other than being knowledgeable when it comes to money, it is required that they know a lot of things about improving a person's career. Similar to the health managers, they will have to do a check up for every family about their progress at school or work every three months, then report it to both the family group and the progress officer above them.

Next is the relationship manager, their work concerns the smoothness of interactions within the group and ensuring that the family group gets along with each other properly, resolving any conflicts before it gets to the court.

Similar to the health and progress managers, they will perform free check ups to every family in their respective family groups to see their level of social cohesiveness, communication skills, and how well the family members gets along with each other. They will report their findings to their respective groups and the relationship official above them.

Those family groups who are not assigned with managers yet can temporarily fill their positions with voluntary substitutes from their family groups. All paid professionals and workers has to be part of at least three family groups, but only one of their type should be present every family group.

Meanwhile, the expert advisors cannot be replaced nor filled with voluntary substitutes. They must be paid official government workers sent from the upper level of the hierarchy who knows some stuff about laws and management, for they will not only be advising the group, but they'll also be responsible for overseeing that the group leaders and paid professionals complete their work properly.

Furthermore, they will ensure that the family group isn't overstepping their boundaries when it comes to law. They will be responsible for the legal compliance and education of the family groups of their jurisdiction. They don't have to perform checkups for every family, but they have to submit a report every four months to the higher ups.

Hierarchies

What comes next after family groups? Surely there will be more! That's right, this society tightening plan would be more rigorous, packed, and effective than a person can ever imagine. There are all level of hierarchies that extends from the bottom to the highest level.

After family groups, there comes the community, which is composed of 7-12 family groups, with a minimum of 35 families and a maximum of 50 families. A community is regulated by the lowest level of traditional government and ensures that all family groups are performing well.

After a community, there comes the territory, which is composed of 7-12 communities, with a minimum of 35 family groups and a maximum of 50 family groups. This can be tied and regulated by the second lowest level of traditional government governing cities.

After a territory, there comes provinces, which is composed of 7-12 territories, with a minimum of 35 communities and a maximum of 50 communities. This can be tied and regulated by the traditional government division governing provinces.

Blah blah blah regions or states, same pattern...

Blah blah blah national government stuff...

Going back to more important stuff, the health managers are the mobilized forces of the Department of Health in some sense, the progress managers are the mobilized forces of the Department of Labor in some sense, while the relationship managers are like the mobilized forces of Department of Social Welfare and Development.

The reports submitted by these managers will be reviewed and received by the people one step higher in the hierarchy, then tries to address the problems and improve stuff with their current power. After that, they'll submit their reports in both quantitative (statistical) and qualitative (descriptive) manner to the people one step higher in their hierarchy, then those people does the same thing until it reaches the national government.

POSSIBLE PROBLEMS

Of course, there's a lot of problems and issues with the original idea but that doesn't mean it's wrong and should be ignored. We can always improve and address the problems that arise as time passes by, what's important is that we took action for the sake of improvement.

Hiring Problems

Since this will require hiring lots of people, there will obviously be lots of issues and stuff that arises from hiring. As someone who has skimmed through the pages of an HR book, the problems that comes from hiring aren't something that can be ignored or solved easily.

First, how can we get enough people and professionals to ensure that this system will work? There's a shortage of health, progress, and relationship managers especially in this third-world country. Besides, it would be difficult to hire them all if any in such a short amount of time.

Before I even decided to write this article, I already know that this would happen so I decided to include temporary substitute volunteer workers who can replace them until the professionals gets assigned to their family groups.

These temporary substitute workers can be anyone who knows the most about their role in the area, like college students learning those stuff, retired professionals, and those who received training. Unlike paid professionals, they'll only have to concern themselves and try their best to fulfill their roles within their respective family groups.

Plus I already thought of the Preparation Phase which prepares the entire country for this system and eases all the problems that may arise. In the preparation system, all those who want to become those paid professionals can join the respective workshops and seminars in their area held by those experienced professionals themselves.

Then after they finished all those seminars and workshops, they'll be given a certificate and some license to operate in that particular job, essentially making them paid professionals themselves.

Funding Problems

For the second problem, where do we get the money to pay for all those people we hired? It would be extremely difficult to find the budget to pay for all of them especially in this third-world country. Not even using people's taxes would be enough to pay for all those professionals.

Unlike future me, I do not own any companies and corporations to become infinitely rich yet, so I couldn't pay for all of them with my own pocket, even if I want to.

This is indeed one of the most difficult problems in this system, but like all other problems, it's not impossible to solve. For now, it's possible to rely on the volunteer system until this country have enough funds to pay for all those professionals.

Then while this imperfect system is in place, I expect that the nation's entire economy would at least double in just a year, helping the country gather enough taxes to pay for all those professionals in the second year.

Moreover, it's possible to get a lot of donations and stuff for this system with the right pitch to the right people at the right time. Money isn't really a problem if you have "that mindset", the mindset that anything is possible if you believe and act enough.

Transition Problems

The most difficult and toughest problem here will be the part where we convince government officials and high-ranking people to even consider this idea. Of course, it is not impossible. If I believed in the concept of impossibility then I would not have written this article in the first place.

The best way to go at this problem would be to convince some smooth talker influential figure to join our side and promote this idea to people, preferably someone who has experienced promoting ideas to the public and making them accept it. Of course the general public won't easily accept it, but given enough time and persistence, they'll warm up to it.

Or we can go the sneaky way around this problem by forming an organization of people who believes in this system and make them adopt those system.

Increase and expand this organization until the people see how cool and amazing it is and they'll convert to our side in no time. Then once the drug (marketing tactic for creating trends) kicks in, the mainstream majority will come rushing into our organization, forcing the government to adopt it.

Still, even with the best of methods and the most determined persistence, it will take some time before the people would even consider this idea. A decade of change where the country is in total chaos would make this idea be more easily accepted by the people.

Other Problems

There might be people or families who don't want to follow this system and that's okay, they can still join whenever they want. There might be some protests, backlash, or controversy just like any program for change, but they'll eventually dissolve over time. The health, relationship, and progress managers may encounter some hidden criminals and get rekt but maybe that's a good thing because they can report it to the police.

Honestly speaking, I could write millions of possible problems here and this article with countless "what-if" questions, but that's not the point in this article. We are here to discuss implementing this idea to reality, not daydream about countless hypothetical scenarios.

Continuation

CONTINUED AT MAY 13, 2023

After reading half of systems analysis book, I've learned many techniques and principles necessary to redesign a large-scale socio-cultural system such as this one and the necessary iterative process that follows it. From here onwards, we'll do successive approximations for this vision to get closer and closer to reality.

First, let us summarize the proposed solution above, as crude as it may seem.

Goal: A more interconnected world where there's no such thing as "others" or "strangers".

Main themes: Inter-family communication, cross-community communication, social reorganization, and governmental mobilization with familial and individual development at its core.

Main Observations

  • The individual's social circle is extremely limited to their relatives and networking (friend-making) abilities.
  • The family is the smallest unit of society, the most influential part of a person's life and development.
  • Unless they're neighbors, the individual and the family has extremely limited information about their social environment, cannot form relationships with other nearby families except in special circumstances.
  • Unless they're part of active organizations, the individual and the family is often unable to directly participate in their community.
  • Unless super lucky, hidden talents are often left rotting, isolated, and alienated in their own household until 20 years later (if they're still alive, that is.)

Methodology

  • Gradual redesign of existing socio-cultural system towards a more compact and interconnected system, promoting regular inter-family and cross-community communication.
  • Relationship, progress, and health managers in a community will do regular quarterly inspection and reeducation of each family, ensuring their development while searching for hidden talents.
  • Organizing family groups and family group leaders and community leaders (who leads family group leaders) to be responsible and accountable for the progress and development of each families and family groups.

New additions

It would be great to innovate a Standard Social Progress Tracker (SSPT) as the basis for measuring and comparing progress between each families, family groups, communities, and so on. This will help improve the accountability of family group leaders and help them capture/predict trends of growth and decline.

The quarterly inspections and reeducation given by relationship, progress, and health managers (we'll call them Improvers from now on) will use SSPT to track the progress of the families they inspect while the family group leaders will check, compile and post it online. Indeed, this SSPT shall be digitalized and have its own website where the progress of each family groups around the country can be updated.

Furthermore, the government shall give extra incentives and awards to family groups with highest growth or Social Progress Growth Index (SPGI) and family groups with highest Social Progress Index (SPI) within the region. The SPGI is a measure of growth difference from previous measurement while the SPI is simply the measurement of combined progress within the domains of Health, Career, and Relationships.

Such incentives will not only encourage growth but also the maintenance of high SPI, ensuring that family groups will do everything to get a high SPI. Family groups who managed to get the incentives will have their families receive rewards according to their own SPI and SPGI, thus maintaining complete fairness.

Speaking of fairness, the Improvers (health, relationship, and progress managers) must have no connections with the families they're inspecting and will receive no incentive rewards from the family group leaders. This will reduce their chances of faking the SPI for the sake of incentives. Rather, they'll receive their pay and incentives from their Supervisors.

Indeed, there's a separate hierarchy and organization for the Improvers, such that family group leaders won't be able to control them directly. Every family group leader is aided by a Development Supervisor, whom their equal in ranks. The Development Supervisor is the one responsible for analyzing and compiling the reports of Improvers from each family, as well as supervising the activity of the Improvers.

While family leaders are the heads of each family and family group leaders are the chosen among them, the community leaders are either promoted family group leaders or hired government officials who will lead the family group leaders.

It won't be a good idea to make a random family head a community leader right away, as they're severely lacking in experience. Thus, a government official shall serve on the higher roles starting from community leader until the previous roles gained enough experience and achievements to be promoted.

Since this is a new system, there will be bound to be a lot of problems and challenges that the Improvers and family group leaders will face. Thus, it is recommended that there's an online website, forum, and group chats for the Improvers and family group leaders, where they can connect with other Improvers and family group leaders all over the country.

Furthermore, there should be at least a quarterly real life meeting for Improvers hosted by Development Supervisors and for family group leaders hosted by community leaders. Here, they'll be able to discuss their issues together and come up with good win-win solutions and standard protocols for dealing with specific situations. Any family group leader must be in a group chat of their respective family group, group chat of their respective community, and national group chat of family leaders only.

Even if there are already reward systems and leaders in place, it is inevitable that there'll be family groups and families who will fall behind. What they need isn't a welfare system where they can receive loans and money, but a support system where their current Improvers are either reeducated or replaced with higher-quality Improvers, where their family heads and family group leader are reeducated, and/or where they're given with higher-quality Advisors.

I just remembered the Advisors, they may not be necessary as there would be a Development Supervisor who can monitor the actions of the community group leader and supervise the actions of their subordinate Improvers. However, a community leader reserves the right to assign a capable Advisor to any family groups that seems to be falling apart to check what the actual hell is going on in there and maybe try to improve it.

Expected Effects

With the Improvers ensuring the holistic development of each member of every family, it's expected that the majority of the population will have their health, career, and relationships significantly improved, creating countless ripples of change that will bring even massive positive changes throughout the community.

Moreover, the Improvers who have direct contact within each families can accurately pinpoint the hidden and emerging issues that can't be seen from the society, as well as utilize the hidden talents rotting away in the corners for the improvement of the society.

Utilizing the compact organization of family groups, humans will be forced to participate in inter-family communications, creating new relationships between families and individuals, which slowly dissolves communication barriers and social discriminations. This means people will be able to visit the houses of their neighbors freely and help each other from time to time.

As the family group leaders ensures the wellness of each family and the community leaders ensuring the wellness of every family group, people will be more interconnected and interdependent, no family nor individual will be alienated or isolated from the society. Everyone is encouraged to make good changes for the sake of the greater good.

The SSPT and the great incentives that comes for those families who grow and those who stay on the top will make the entire population pay more attention to their health, career, and relationships. People will be greatly encouraged to live a good life when the government is actively supporting and rewarding it. Even those with the lowest socio-economic status will be able to enjoy comfort and luxury by simply reaching a high SPGI, which can be easily attained by those of low status by taking steps to improve their life or following the recommendations of their Improvers.

In the case where the Improvers aren't enough to help a family or family group that's falling apart, the Support System will be of great help to these families and family groups as higher quality Improvers and Advisors comes to the rescue. Everyone involved would probably get reeducated as well. Such special cases will be documented and preserved as reference for similar situations in the future. Thus, no one is left behind, everyone moves forward as one.

Lastly, there will be an unprecedented number of people who will want to become part of the Improvers and family heads who will become family group leaders, thereby developing the leadership skills and life wisdom of thousands of people. As more and more people gets to understand how to live a good life and lead their people, the entire country, even the entire world will be greatly changed as a whole. Every aspect of life will become at least three times better for everyone.

Prototype Implementation

We all know that these massive changes in the socio-cultural system can't be suddenly implemented. Thus, it's necessary to have a Prototype like any other engineering project to see if its main concept would apply smoothly in real-life as expected.

As a Prototype, we don't have to add many features, only the most important ones. In this case, we don't need to add all three Improvers, relationship, progress, and health managers. We can simply add one basic Improver who would inspect, check, and maybe try to improve something in the family if it's within their abilities. This will help us understand the most crucial stuff that can help every family.

Maybe the Development Supervisors or those above them can create a simple and crude SSPT for the basic Improvers to use. Even a basic form of SSPT is necessary to measure and compare improvements within each family and family groups.

The basic Improvers will then show their findings and basic interventions to the Development Supervisor, who will then give them the standard protocols for intervention which they'll follow for every pervasive situation that affects many families. What's important is we show that the government/organization cares about each family. This is like saying sincerely saying "how are you?" to every family.

As for the reorganization of families and family groups, the smallest activity we can start with is for the existing governmental street/subdivision leaders to visit each families of their jurisdiction to assign family heads for each family and assign them a family group, while making them aware about the new changes in socio-cultural structure. Maybe the basic Improver can also do this work as well, as most existing governmental street/subdivision leaders are simply tax collectors.

I heard that there's already some pre-existing kind of Homeowners Organization in some subdivisions and streets, where family heads voluntarily work together to fix some basic issues of the community, like pollution, sewer drainage, and others. Maybe they can can become family groups and assign a family group leader, where they'll become an organization that not only cares about physical environmental issues but also pay attention to life issues.

After that, maybe the basic Improver, subdivision leader, or homeowners association leader can request a quick 30 minute meeting between family heads so they can get to know each other and elect a family group leader. The family group leader can be voluntary at first, without needing any payment. Maybe we can have only one basic Improver per family group, while the Development Supervisor will be with the Community Leader. The basic Improver within each family group will report to both the family group leader and their Development Supervisor.

Next, after assigning or hiring a community leader, the community leader will call a meeting of family groups and tell them to create an online group chat for the community and for their respective family group. The community leader will also tell them their responsibilities and orient them more about the changes in the system.

Finally, they'll tell them about the incentives their group will get if they grow a lot or reach the top, so the family group leaders must do everything to instill harmonious cooperation between families to maximize growth and get their incentives. These incentives will start the engine and get them going.

Although this may seem very far away compared to what was originally planned, this is expected to be a working prototype that will show promising results, enough to continue and complete the system to its highest level. The support system, three Improvers, and complete SSPT can come later, what's important is to get started with the basics.

Spinning the Wheel of Unity

While the Development Supervisor and their subordinate basic Improvers checks and works on the development of each individual while coordinating with the family group leaders, the family leaders will work on the cooperation and interaction of every family while coordinating with the basic Improvers.

The families will be able to freely ask other families or their family group leader for help. The family group leader can ask other family group leaders or the community leader for help if they're faced with an issue they can't solve. The community leader can ask other community leaders or their territory leader for help if they're faced with an issue they can't solve.

The basic Improver ensures that every individual and family becomes One, the family group leader ensures that the family group becomes One, while the community leader and Development Supervisor ensures that the entire community becomes One.

Such beautiful and interconnected system spins the wonderful wheel of unity through systemic effective purposeful communication between families and communities. The incentives will first spin the cycle through people's desire for reward, starting the flow and increasing the peer pressure until the time where they'll enjoy it even without any external reward.

Thus, a new tradition is born.

Prototype Summary

It's important to be flexible when making a prototype. Everything written here may not be available and can drastically change in real-life. Thus, here are the main components that can build the prototype of this system. It doesn't matter who or what does which, what matters is the having the main ingredients that can get it to work.

  • Anyone who will directly check and support families and individuals in the main aspects of their life from time to time in real-life while using a standard measurement.
  • A group of families aimed towards a single goal that's beneficial or necessary to all, maybe incentives and rewards.
  • Leaders and people who will be responsible for making groups of people cooperate to ensure that goals are achieved.

Yep that's all it takes to create the simplest prototype of the proposed socio-cultural system.

Everything takes time, space, and energy regardless of how big and small the activity is. It may be difficult, it may be easy, but only those who stay true to the purpose can get it done regardless.

"Many people must have already thought about something like this that are more detailed than mine, pretty sure I'm not the first one to write it either."

"There are always those who wants change and those who resists it, yet nothing lasts for long."
