Argo to impose heavy fines on Apollo Entertainment


Ontario's Alcohol and Game Commission has now fined Apollo Entertainment for violating the state's responsible gambling requirements. The locally licensed company has received a total fine notice of C$100,000 for violations related to multiple liability gambling protocol violations.

AGCO's liability gambling framework stems from a comprehensive review of strategies adopted in key global jurisdictions. The initiative also involved widespread engagement with stakeholders, including Ontario's responsible gambling sector. This standard covers a variety of important concerns related to high-risk gambling and covers aspects such as prevention, awareness raising, timely intervention and support.

AGCO explained to the media that Apollo Entertainment violated several responsible gambling protocols in Registrar's Internet Gaming Standards. This includes not performing the necessary interventions for users who may experience gambling-related problems. This has to do with players losing more than $2 million in four months without operator interference.

Regulators also explained that operators failed to properly implement voluntary self-exclusion programs, that players lacked the tools to set gambling limits financially and temporarily, and the gambling brand also reportedly failed to ensure employees understand the importance of responsible play, including helping players experience gambling-related problems.

However, the operator responded to the regulator's findings and took steps to improve the website's control environment to address the flaws already identified. In addition, the operator receiving the notice of fine has the right to appeal the Registrar's actions to the Court of Appeals for Licenses, which operates separately from AGCO.

AGCO's chief executive and registrar Tom Mongham said the committee's goal was to ensure Ontarians enjoy iGaming on sites that operate fairly and responsibly and have the necessary player protection. He reminded all operators that they were obliged to proactively monitor user players to find indicators of high-risk gambling and to take appropriate action.

Apollo Entertainment's case is not the first time AGCO has punished a provincial licensed operator for violating Internet gambling standards. In June 2023, the watchdog fined BV Gaming and Fitzdares Canada Ltd for making illegal bets on Canada's major junior hockey. The three fines totaled CA$30,000.

Earlier in 2023, regulators intervened in operators' activities by again fining three gambling brands, ComeOn!, Questador and Leo Vegas. According to AGCO, these three provided slots that were not authorized or certified by regulators
